The Ministry of Border Control and Labour’s executive board met May 3 for the first time in what will be monthly meetings to oversee improvement in services. As part of ongoing public service reform, the board is responsible for ensuring that the ministry delivers increasingly effective services, stays within its budget, develops its staff, and engages with other ministries, agencies and the public, said ministry Permanent Secretary Clara Gardiner in a press statement. The board consists of Gardiner; Deputy Permanent Secretary Ezekiel Hall; Labour Commissioner and Registrar of Trades Unions Michelle Fulford-Gardiner; the ministry’s Chief Policy Executive Willette Swann; acting Director of Immigration Larry Mills; and Registrar General Sigrid Lightbourne. Also attending were the president of the Labour Tribunal, the chair of the Immigration Board, and the chair of the Immigration Tribunal, all bodies funded and supported by the ministry. The board is advised on an ex officio basis by the team of three senior advisers and change managers funded by the U.K. The board agreed that it would lead on strategic issues with day-to-day issues delegated to three departmental boards covering the ministry’s three departments — Employment Services; Border Control and Enforcement; and Citizenship, civil registration and permanent status. Operational enforcement priorities and tasking are already determined in a multi-agency partnership through the Tasking and Coordination Groups (TCG) which meet monthly. The ministry is in the process of finalising its business plan and service delivery targets for 2012-13 in consultation with staff. On Grand Turk, the ministry advises the public that the Department of Immigration has relocated to the former National Insurance Board Office on Church Folly on Grand Turk effective May 7.
