Advisory Council takes up health care, scholarships PDF  | Print |  E-mail

The governor’s Advisory Council is urging the rapid formation of a Health Regulatory Authority with oversight for health services in the islands.

The council receive a briefing on the creation of the HRA at its Aug. 5 meeting from Permanent Secretary of Health Judith Campbell, Chief Medical Officer Dr. Rufus Ewing and governor’s advisor Keith Bellamy.

“The council discussed the mandate, functions, staffing, governance and operational arrangements of the authority, which is to be established as a statutory body under the Ministry of Health,” the council said in its meeting report. “It underlined the need to make rapid progress with the necessary legislation.

“Meanwhile, to enable to purposes of the authority in terms of oversight of the delivery of health services in the islands to get underway as soon as possible, council urged that key personnel, including those responsible for receiving complaints and informing the public, should be recruited in advance of enactment of the legislation and serve within the Ministry of Health.”

Consultative Forum Chairwoman Lillian Misick raised the issue of the HRA at the forum’s meeting July 13 when she called for action on problems that have arisen with delivery of services at the new hospitals and from the National Health Insurance Program.

“To date, the Health Regulatory Agency which should have been established under the Ministry of Health before the commissioning and opening of the hospitals, like the scanning of medical records, remains an idea,” she said. “Its responsibility included the regulation of the licensing and operation of health care facilities (private, public facilities and hospitals in partnership with TCI government), according to Director of Health Services in the TCI.

“When I asked about the status of the Agency, I was informed that the Health Professions Bill which will provide the legislative framework for the HRA is still in its draft stages and the completion date is uncertain.”

Also on Aug. 5, the council was briefed by the Higher Education Board on the process and criteria for awarding scholarships in the TCI.

“In approving the new awards for the coming academic year, the council underlined the need to ensure maximum value for money and benefit for the TCI in the selection of candidates, courses and universities and by close monitoring throughout the period of individual scholarships so that conditions for their award continue to be met.

“It further recommended the creation of a database to allow the more efficient tracking of payments to students and institutions.”

The Higher Education Board is constituted of: Dr. Hubert Fulford (chairman), Dr. Beatrice Fulford (PS/Education), Blythe Clare, Rev.Julia Williams (principal of Turks and Caicos Community College, Tamera Robinson (secretary of the board) and Sylvie Wigglesworth, who was not present at the meeting.
