“We have not come to our position lightly, as when we consider matters affecting the livelihood, well being and survival of the future generation of Turks and Caicos Islanders. We do so with great deliberation, compassion and love,” Parnell said. The PDM takes issue with several of the actions taken by the U.K. government since suspending the constitution in August, including the suspension itself. “The Peoples Democratic Movement views the suspension of the country’s constitution and direct rule by the British government as regressive and maintains its position that the long-term stability and prosperity of the country is hinged on a government that is elected by the people and of the people of the Turks and Caicos Islands.” The PDM says it is convinced that “capable honest men and women are available to be elected to govern our country” and insists that people of the country should always be the final determinates of the government of the TCI. This is especially critical to party members with regard to decisions being made on the issuing of crown land, approval of planning permits, granting of Belongerships and development concessions. Another critical issue for the party is the involvement of Belongers in the constitutional and electoral reform. “The PDM believes that electoral reform must involve representatives from our party. We will appoint representatives to oversee the constitutional review process to ensure that our country sustains no loss of constitutional powers.” The party also criticized the British government for what it sees as a let down in its obligations under the Partnership for Progress and Prosperity White Paper of March 1999, and calls its handling of this period of intervention “a hindrance to progress and prosperity.” The PDM believes there is only one party which is capable and qualified to run the country. “The PDM realizes that urgent steps were necessary to halt a complete collapse of the TCI by the former PNP government; however, we still hold the view, as we did then, that we are best at governing the Turks and Caicos Islands for posterity.”

One week after his first three month report on his party’s actions, PDM party leader Doug Parnell revealed his party’s position on the British government’s direct rule and connected matters in the Turks and Caicos Islands.
